As a part of our annual financial planning, there are a number of housekeeping financial articles on the Warrant for Burlington's Annual Town Meeting, which begins on Monday, May 13. This article will give an overview of what these articles mean to our town's finances. These articles are spread out a bit, but we thought it best to organize our review in this way so readers' minds don't have to jump from one kind of article to another.

  • Article 6 - Authorize Revolving Accounts - There are certain accounts related to specific services or programs that self-fund via receipts and fees. The Ice Palace is one example, and you can read a full list in the Warrant and Backup. This article sets the limit of what can be in the account before the excess is moved to Free Cash.
  • Article 8 - Acceptance of Chapter 90 - This article accepts state funding for infrastructure maintenance, like road paving.
  • Article 9 - MWRA I/I Debt Service - the Massachusetts Water Resource Authority loans the town a sum to remediate illegal water (sump pumps hooked up to a home's sewage line) or groundwater (which gets in via cracks or porous pipes) in our sewage system. This article pays that loan payment.
  • Article 10 - Sewer Enterprise Fund - This article pays the town's sewer bill.
  • Article 11 - Transfer from Water Stabilization Fund - This pays for the town's connection to the MWRA through Lexington, which is scheduled to be completed in 2025 and will have the capacity to bring the town 6.5 millions of gallons per day.
  • Article 17 - Cable Access Enterprise Fund - This transfers the fee from your cable bill to support BCAT, Burlington's provisioner of community programming.
  • Article 18 - Transfer from Receipts Reserved Account for Ambulance Services - This funds ambulance operations via funds collected for ambulance services.
  • Article 21 - Will of Marshall Simonds - Each year, the town accepts funding from the late Marshall Simonds' will to care for and maintain Simonds Park.
