As we wind down to the last few articles of the Warrant Summary for May Town Meeting, we are down to a mishmash of Articles that didn't fit neatly into the rest of the summary categories. What do town offices have in store for the future of Burlington? Will the town's annual Independence Day parade continue as usual? Will the Zoning Bylaw Review Committee be able to move forward with their efforts at creating signage districts with distinct regulations depending on the area of town? And, will Town Meeting entertain the question of changing the Town Clerk from an elected to an appointed position? Answers to these questions will become clear as Town Meeting moves along.

  • Article 1 – Reports of Town Officers/Committees - These presentations from different town departments give Town Meeting Members, and anyone who is watching, an idea of what is being worked on behind the scenes. Often,  Economic Development Director, Melisa Tintocalis, presents about the initiatives her department is planning to connect residents with Burlington's vibrant business community. Other recent presentations have been made by the Housing Partnership and Planning Department to give the body a primer about articles that will be coming down in future Town Meetings. This time around, your representatives can expect to hear from the Economic Development Department, Town Administration, Town Finance, and possibly others.
  • Article 22 – Fourth of July Parade - Most years, the town splits the $40,000 cost of this parade—one of Burlington's strongest traditions—with the business community in Burlington. On the docket is $20k from Town Meeting to make this event happen.
  • Article 23 – Consulting Services for Town Center Signage - The Zoning Bylaw Review Committee has been working on creating signage districts for several years. From the memo in the Warrant Backup: "The Signage Bylaws are outdated, inadequate and have been a voiced concern for residents, business owners, the [Zoning Board of Appeals] and the Inspector of Buildings. The proposed ZBL update will create signage districts, new regulations, a guidebook and a map for the new Burlington Signage Districts." The subcommittee would like to bring in a professional to be sure the regulations are realistic and reasonable.
  • Article 30 – Town Clerk – Change to Appointed Position - The Town Clerk is responsible for running elections and for maintaining vital records, among many other things. A Massachusetts Town Clerk might be elected or appointed; Burlington's Town Clerk is an elected role with a five-year term. This article does not have Town Meeting voting on whether or not the role should change to appointed. Instead, it just authorizes the question to be placed on the ballot for the local election in April 2025.
